on the move. the d.c. region heads back to work and school after the d.c. area came to a stand still. we'll go over what's opened and closed. >> the nation's largest system remains closed. new reports of the flooding taking over new york city's subway system. good morning. i'm aaron gilchrist. >> and i'm eun yang. this morning we're getting a look at the damage left behind by sandy. right now that storm to blame for at least 50 deaths just here in the u.s. more than 8.5 million homes and businesses from maine all the way to the carolinas still in the dark. widespread outages in lower han at an. sandy shaping up to be one of the costliest natural disasters on record in the u.s. as well. so far it's estimated to cost between $20 billion and $50 billion in damage. thousands of area residents are slowly getting their power

back, but thousands more are still in the dark. dominion virginia is working to restore electricity to more than 20,000 customers in northern virginia. novec has more than 3,300 homes and businesses in the dark. 1,500 pepco customers have no electricity. and more than 24,000 local bge homes and businesses are without power, most of them in anne arundel county. a lot of you heading back to work and school today. the federal government and local jurisdictions will be open this morning as well as most schools in our area. however, in virginia manassas park schools are closed and two-hour delays in fauquier, frederick, and shenandoah counties. buses will use snow emergency routes in shenandoah. loudoun county has a one-hour delay. frederick county schools in maryland are on a two-hour delay. and in west virginia, pendleton county schools are closed, and berkeley, hampshire, and jefferson county schools are on a two-hour delays.

several schools in virginia county and maryland as well as in the district that still don't have power. we expect an announcement from most of those school systems within the hour about whether the schools will be able to open today. >> let's take a live look at 5:02. just 43 degrees out there. a cold start to the morning. the rain has moved out. and we'll look at what the forecast looks like now. meteorologist tom kierein joins us this morning. good news for the cleanup to continue, although we have a few sprinkles showing up on our radar. we still have stream and tidal flooding, all the areas in green. watch out for high water. mainly, it's the main stem rivers that are running high. all these areas in dark blue in the cold 30s. much of the mountain regions, got all that snow. and close to washington, the light blue areas, mos of maryland and west virginia, upper 30s to low 40s. here is the hour by hour

5:04. metro's doors are opening for regular service for the first time in two days. trains and buses running on a normal weekday schedule. you can still encounter some delays on bus routes due to the trees and power lines on flooding. >> amtrak also running again but has limited service. no acela service along the northeast corridor, and no service at all in new york city because of flooded tunnels. amtrak says no firm date on when service will be running again in new york. >> back here in northern virginia, marc and vre service back to normal. maryland transit authorities are warning riders there could be some delays on marc lines because of potential power problems and speed restrictions from flooding. still no sign of two new york city boys swept away in sandy's flood waters. the 2 and 4-year-old were riding in a car with their mother when the storm's powerful wind and water overwhelmed staten island monday night. the boy's mother said they tried to escape the rising water when the two were swept away.

crews spent the night draining a pond looking for those brothers. >> president obama will see the damage sandy left behind firsthand. he'll travel to new jersey to see the damage. christie is one of the romney's biggest supporters, but he commended the president on his handling of the crisis. president obama will not see the damage sandy caused in new york city in person. the obama administration says the president wants to make sure police and rescue aren't drawn away from their response to the disaster. the president often works with local police and first responders when the president travels to a disaster zone. new york city mayor michael bloomberg says he's fine with the president's decision. >> the governor of maryland and virginia will head to their respective states. virginia governor will go to chincoteague island while maryland governor will go to

ocean city, where the town saw three feet of standing water due to flooding. and o'malley will visit the town of cristfield, which saw its worst flooding since gloria in 1985. news news 4's melissa mollet is live in old town, where some people believe water could get higher. >> reporter: we'll have high tide at 10:00 tonight. and tom kierein telling me tomorrow may actually be the worst of it. take a look right now. we are at king and union. this entire area, as far as i can see, both left and right, completely shut down with police tape. you can see back here we were at this spot actually, the do not enter barrier yesterday around 11:00 a.m., you might remember. we had about six inches of weather here, the rain, the storm, snow melting and filling up the potomac and coming across here. let me show you what it looked

we were told to build a 30-foot stage. gathered the guys and we built that 30-foot stage, not knowing what it was for. just days later, all three shifts were told to assemble in the warehouse. a group of people walked out on that stage and told us that the plant is now closed and all of you are fired... i looked both ways, i looked at the crowd, and...we all just lost our jobs. we don't have an income. mitt romney made over 100 million dollars by shutting down our plant and devastated our lives.

i'm angie goff live from the live desk with breaking news. a dramatic rescue caught on film. an nypd chopper rescues a family of five trapped in their house due to rising flood waters from hurricane sandy. you can see them trying to pluck people from the roofs of their house in staten island. the helicopter was very significant. it's chopper 123, named after the number of police officers killed on 9/11. a live look at reagan national airport. 17 after the hour. airports up and down the eastern seaboard are starting to get back to normal, but travelers should still expect to see delays and cancellations. news 4's megan mcgrath live at reagan national to explain this. megan, good morning. >> reporter: good morning, aaron. it is going to take days for people to get back to normal and for people to get flights. so many flights cancelled due to

sandy. thousands and thousands of people scrambling to get seats on outgoing flights. to be honest with you, there are not a lot of flights, not a lot of seats to be had. a lot of competition for what seats areut there. here at reagan national airport, we're still seeing cancellations up on the board. more than 40 of them listed this morning. they're for places all around the country, not just along the coast and new york, where you would expect them to be. there's a real trickle down effect going on here. we talked to a woman going to a wedding in jamaica. this was her third attempt to get out. she's finally getting a flight. >> so i'm flying to a wedding in jamaica. i'm flying from here, and another bridesmaid is flying from boston. her flight is cancelled. she booked our reservations for two days. now she doesn't fly out till friday. i'm flying today. this is my third try. now i'm staying with the bride and the groom because i have nowhere else to stay in jamaica because my hotel reservation was

cancelled. >> that's romantic. >> i'm making it, and i just found out i'm flying first class. so i'm excited. >> reporter: a silver lining for her that she's flying first class. not sure how the bride and groom feel about her staying with them. kennedy and newark will resume limited service this morning. laguardia still closed. they had all of thatted fl eflo. they're still trying to assess the damage and figure out operations there. they're not there yet. still closed. we're seeing many, many cancellations at this airport, and just imagine all the other cancellations around the region as well. it's all kind of snow balling here. reporting live from reagan national airport. megan mcgrath, news 4. back to you. right now the coast guard says the captain of a tall ship that sank during hurricane sandy is still missing. crews searched with a c-130 plane and two cutter ships.

the bounty, an 18th century replica tall ship can no longer be seen in the waves of the atlantic ocean, but there was hope 63-year-old robin waldbridge could survive in the relatively mild 77 degree waters. 15 crew members rescued from the sinking ship. one has died. virginia's task force one is in new jersey with a levee bridge breach. the bridge sent four feet of water pouring into the streets. people had to be pulled to safety. we're getting a look at flooding inside new york city's transit system as it happened. this security video from monday night was shot during high tide inside the long island railroad tunnel that goes under the east river. one of seven tunnels closed due to flooding. the transit agency says it hopes to have tunnels open by monday. >> as the waters recede in new jersey, we're getting a first look at how much damage sandy has caused along the coast.

nbc's danielle leigh is live along the toms river. danielle, good morning. >> reporter: good morning, eun. it's really hard to take in the damage and destruction you see. it's everywhere i look. i'm standing on the road you have to take from toms river to the jersey shore. just behind me is that bridge, and it is closed today. just yesterday where i'm standing, completely submerged in water. now the storms have begun to subside, we're seeing what's left behind. look behind me. a boat in the middle of the road, and officers have no idea where the boat came from. over here, the patio that was washed into the parking lot and just strewn all over the place. our personal effects from people's homes. really bits and pieces of our lives just ripped to shreds. throughout toms river, new jersey, there is flooding when we were driving through there. there are actually boats that washed into the middle of the road. however, i should mention that toms river, new jersey, is notv

we saw along the new jersey shore. >> let's get a look at the forecast. tom kierein is keeping an eye on things. here's a live look outside. 43 degrees, tom, and chilly. and drying out thankfully. on storm team 4 radar still have a few sprinkles west of the metro area. might have a few sprinkle as you're waiting for the bus stop and back to school. you may need an umbrella, especially here in northern virginia, from prince william into faulk year, culpeper, and up to the northern blue ridge, central blue ridge, shenandoah valley. sprinkles in western maryland, maybe a few spots getting some flurries. most of the snow has ended out in western maryland and west virginia. they got hammered with two feet of snow out in garrett county and some of the highlands in west virginia. power still out in many of those locations. areas in dark blue are just

farrabee hope elementary. however, we still have jefferson academy in the dark. therefore, it will remain closed for the day. at the live desk, angie goff, news 4. no cruising for this carnival cruise liner this morning. instead, it's parked in the chesapeake bay just east of the calvert cliffs nuclear plant. because of sandy, the carnival pride has cancelled a trip out of baltimore. we're told people are still on board. the company did not return our calls for comment. those passengers, we're told, were given refunds and discounts on future bookings. 5:25. the show must go on. today most broadway shows will go on as scheduled. that's according to the broadway league. there are still a few theaters without electricity. their shows will remain closed indefinitely. the wizards can't be too happy about their start to the regular season. the wizards fell to the cleveland cavaliers 94-84.

they did play behind most of the game. it was not meant to be. rookie bradley beale struggled in his debut, scoring just 8 points. today it's time to celebrate in san francisco. the city will host a parade for the world champion giants. they won sunday night to complete a sweep of the detroit tigers. it's their second world series title in three years. congrats. next just how high the water rose to make some streets impassable right now in prince george's county. and disaster aid. the dollar amount going to states to clean up damage left behind from hurricane sandy.

the costliest natural disasters in u.s. history. it's estimated to cost between $20 billion and $50 billion in damage. >> the storm won't cost you another day of work, however. most of you will be headed back to the office and to school. the federal government and most local jurisdictions will open. most schools in our area will as well. there are some exceptions. we just learned that jefferson academy in d.c. will be closed today because of a power outage. in virginia, manassas park city schools are closed. and there are two hour delays in culpeper, fauquier, frederick, and shenandoah counties. buses will be using snow emergency routes in shenandoah. loudoun county has a one-hour delay. frederick county schools in maryland on a two-hour delay. in west virginia, pendleton county schools are closed and berkeley, hampshire, and jefferson county schools on a two-hour delay. there are also several schools in multiple counties in maryland and virginia that are still without power. we expect an announcement from those school systems within the hour about whether those school

these areas in the light green. we do have a few sprimpg ls along the beltway and arlington county. right along 270 in montgomery county in frederick. there are a few patches of light rain in northwest frederick, southern fauquier county, just west of fredericksburg, they're getting a few sprinkles. farther to the north and west into the shenandoah valley, highlands in west virginia. still some sprinkles there, still a little flurry activity in the high elevations. all the areas in green under river and tidal flood warnings. throughout much of the day today. watch out for high water on the rivers as well as tidal flooding. near 40 throughout much of the region and not much wind now. it's going to get a little breezier later today, hour by hour. a little sunshine by later this morning through midday. midafternoon highs reaching mid-50s after that. still a bit of a blustery wind around 15 miles an hour. sunrise 7:35.

sunset 6:08. i'll return in ten minutes. danella with a look at traffic. how's it looking this morning? right now following breaking news on the roadway, if you're taking the outer loop of the beltway, hampshire avenue, all the lanes blocked because of an accident. they did have one lane single file to the left getting by here, but now you can see no one's getting by. off the beltway, hampshire avenue, all your areas are blocked. on the rails, brunswick east train number 870, a 14-minute delay. and on 890, a seven-minute delay. and the brunswick east line is facing some electrical outages, power is out. you'll have to bring cash to make your payments. aaron, over to you. >> thank you, danella. here's some perspective on just how unusable the subway system is in new york city right now. new york governor andrew cuomo tweeted this photo of the stairwell that leads to the

white hall station in battery park. water and debris practically consume the entrance there. still no word on when the subway system will be back up and running. >> millions of dollars on the way to storm ravaged new york and rhode island. transportation secretary ray lahood announced he's marking $13 million in emergency funds immediately for help to repair damage caused by hurricane sandy. earlier this week, president obama cleared the way for disaster assistance, also making a major disaster declaration for new york. today president obama heads to new jersey to assess the damage caused by sandy. he'll be joined by new jersey governor chris christie. the republican governor is one of mitt romney's biggest supporters, and he has criticized the president on many issues in weeks and months. christie, though, calls the president's response to sandy outstanding. mitt romney will return to the campaign trail today. the republican presidential nominee will stump tomorrow in virginia.

paul ryan will return to wisconsin. mitt romney cancelled many campaign events out of respect for sandy's victims. he helped collect supplies from his supporters yesterday in ohio. the district is making up for lost days by extending early voting hours. you can vote until 9:00 p.m. in maryland, you'll have two extra days to vote early. the state's early voting centers will be open friday. they will also open early, two hours early at 8:00 a.m. 5:35 now. prince george's county government will reopen today. getting to government offices in upper marlboro will not be easy. two of the main roads in upper marlboro are still closed due to standing water. news 4's tony tull is live with more. tony, good morning. >> reporter: eun, good morning. right now water street is closed. the good news is i just talked to the crews here, and they say

water street probably will be open by the time they come around. some of the crew members walking down there. i just spoke to him and said, they probably are going to have it cleaned up and have the water off of water street by the time rush hour comes. if you're coming off pennsylvania avenue, you can use old crane highway, but hopefully, if you're coming to work around 8:00 or 9:00 this morning if, again, you're headed to the courthouse. take a look at the video last night. quite a different story. news 4 crew saw the video with the water rushing over the street here. as we deal with rushing waters throughout the region, especially here in prince george's county, you'll have to use a little time on your commute. a lot of surprisingly flooded spots. not the only places, though. if you're in bowie, queen anne's bridge, hyattsville, that will be closed this morning. 24th avenue at fair lawn street, that is closed.

if you're in upper marlboro, buck lane as well as chrysler way. school is still getting back this morning, as well as what you mentioned on the government, but, again, we still have spots of high flooding and road closures. make sure you put time on your commute to get around the road closures. we're live in upper marlboro, tony tull, news 4. >> upper alexandria will see flooding as the potomac river rises its bampgnks. it's not over. high tide coming right up to several businesses, forcing them to close. >> scary to see, sad for all the businesses that are disrupted. like the starbucks over there, it doesn't look like their sand bags are high enough to stop the flood going in. >> news 4's melissa mollet is taking a look at old town right now. we'll check in live with her coming up in the next hour. don't try this any time soon. montgomery county rescuers pulled one kayaker from the high

water in seneca creek. that person was treated at the scene. no one else was hurt. the fbi confirming that a stafford county home raided by federal agents is connected to a series of pipe bomb attacks in northern virginia. take a look at the video of the home on crater lane. investigators say they're searching for a man they believe threw a pipe bomb at three homes in stafford county in fredericksburg yesterday. the homes belong to a sheriff's deputy, the suspect's girlfriend, and another law enforcement officer. no one was hurt in the attacks. federal agents are not saying who they believe is responsible. it is halloween. many expected to be out and about, which means there are traffic restrictions. police will close off busy gorgetown streets. "k" street on wisconsin. 33rd street and parts of wisconsin avenue. "m" street, 26th street, and thomas jefferson street. restrictions in place from 6:00 tonight until 4:00 a.m.

i'm storm team 4 meteorologist tom kierein. a few sprinkles in parts of maryland and northern virginia. most of the snow has ended out of the mountains. right now getting a few sprinkles in montgomery, fairfax, northwest washington, arlington, and points west and south and northwest. we'll have those sprinkles perhaps for another couple of hours. right now near 40 degrees for much of the region. a chilly morning. bit of a southwesterly breeze will be with us today. hour by hour, we're going to stay chilly. clouds around, maybe a few sprinkles by 7:00, 8:00. by noontime, sunshine out. temperatures around 50. clouding up again this afternoon, highs near 50. a look at the rest of the week and the weekend at 5:51. danella, how's traffic? >> not very good. first let's start on the beltway, outer loop at hampshire avenue, all of your lanes are blocked, possibly three vehicles. i am told it looks like one of the drivers is trapped inside the car. all your lanes are blocked. if you're traveling the beltway at new hampshire avenue, you cannot get by.

in queens. >> winds fanned the flames which gutted at least 80 homes in the town of breezy point. katherine creig from our sister station wnbc is live with more. katherine, good morning to you. >> reporter: good morning, aaron and eun. there is so much going on in new york city. transit, utility workers around the clock during their jobs. also, the grim situation in that area, in that tight knit community called breezy point, queens. the people there have a good time during the summer. these are beachfront homes, cottages. 80 to 100 homes burned to the ground. nothing is left. what's believed to have happened is a transformer fire, and the winds carried the flames from house to house to house. when all was said and done, so many homes were gone. people are devastated. they returned to their homes because, if you can imagine, a lot of people before hurricane sandy hit, they went to shelters, but then they returned the following day, yesterday, and reporters talked to them, and they were distraught.

they saw that these homes that some of them spent their childhoods in are gone. their belongings absolutely ravaged by the fire, at least 200 firefighters responded to that, and that fire actually burned for 12 hours. even a little after it was deemed under control, there were still pockets there. a tough situation for the people there as the mayor pointed out, michael bloomberg. he said whatever wasn't flooded was on fire. and also mayor bloomberg said it's not too much of an exaggeration to say what it looked like, the aftermath, looked like something from world war ii to see the cedharr remains and people are trying to figure out what they do next. aaron and eun. >> katherine creig. thak thanks so much. the national guard has been called in to rescue residents in hoboken, new jersey. it's believed about 20,000 people are stranded. guard members will use high wheel trucks to get those residents out.

rising floodwaters from the husband shudson river inundated the town. in ocean grove, new jersey, winds and powerful waves crushed boats and even sent one about a quarter mile inland. folks can't believe it. >> devastating. devastating. it just changes the whole landscape. you look at people's moods and attitudes, people very depressed and down about stuff. we pride on ocean grove. >> governor chris christie and president obama will spend the day touring damaged new jersey towns. sandy is now being blamed for damaging the food supply in haiti. the country has been struggling for years with drought, now fields have been saturated and crops are destroyed. the government says it's distributing food and water to any affects residents, but supplies are very low. the country's largest

halloween celebration will take a year off because of sandy. new york city's greenwich village halloween parade cancelled for the first time in the parade's 39-year history. people asked to volunteer at local outreach centers to help storm victims instead. >> time for weather and traffic on the ones. tom said there is still rain lipgerring in our area. just a few sprinkles in our area. you may need an umbrella. many getting back to work and school. no sprinkles right there on the mall. just up here in northwest washington, we have a view. 43 reagan national. wind out of the south around 10. occasional gusts at 15. as we look at storm team 4 radar, you can see the circulation of what was sandy still here up over pennsylvania. it has weakened a lot. still getting a few sprinkles these areas in green, much of northern virginia and into montgomery county.

this is slowly drifting off to the north and east. right into the metro area, we may get a few sprinkles over the next several hours. in addition, many of the main stem rivers are near flood stage. that includes the potomac. maybe a foot above flood stage by early this evening. going to be running high all day and during times of high tide. in alexandria, there is a coastal flood warning. tides may be two to three feet above the average on top of that the flooded potomac, and also along the tidal potomac and much of the bay going to be abnormally high tides, two to three feet, and these areas receding tonight. these areas in the dark blue in the 30s. cold out in the mountains. still power out in the mountain regions, where they got two feet of that heavy wet snow from garrett county through much of west virginia. all these areas of light blue in

eun, over to you. 5:54. there's relief the at the pump, and you can thank sandy. the national average for a gallon of regular dropped a penny to $3.52, down 10 cents this week. it's likely fewer people are driving because of the impassable roads. the average in d.c. is $3.70. that's down 10 cents. a gallon is running $3.56 in maryland, down to $3.38 in virginia, and in west virginia, the average gallon is $3.63, down 10 cents. sandy could also affect your next car buy. floodwater damage destroyed thousands of cars, trucks, and suvs. smell it. if it has a musty or moldy odor, could have flood damage. and check for discolored upholstery and fogging inside the headlights and check under the car for rust or flaking metal. 5:55 is our time. new york's financial district will begin operations today for the first time since sandy

approach. cnbc's shartia brantley live with that story and more. shartia, good morning. >> good morning, aaron. the u.s. financial markets will get back to business today after being closed the past two days because of the storm. the last time the new york stock exchange was closed for more than one day because of weather, 1888 because of a snowstorm. stock futures are flat ahead of the opening bell. the nyse and nymex are opening physical trading floors, but many not able to get to work because of new york subway system, and trains into the city will be closed for days, if not weeks, because of the flooding. and several wall street banks will also try to open their doors today. goldman sachs are reopen its headquarters in lower manhattan, but still on generator power. bank of america and american express will keep their offices on the banks of the hudson river in lower manhattan closed.
